DECATUR AL- ANIMAL ORDINANCE BEING "LOOKED AT" BY AD HOC SUBCOMMITTEE FORMED

This is the only article I can find that shows an attempt of one City Councilman  to improve the Decatur City Ordinances for Potentially Dangerous Or Vicious Animals within the City.  This was written 6 months ago and states that District 3 Councilman Gary Hammon has set up an Ad Hoc Subcommittee of Decatur's Animal Advisory Board and they are drafting a proposal that could be implemented Citywide and could hold owners accountable. 

ANIMAL CONTROL DIRECTOR  SAID THAT HAMMON REQUESTED THE GROUP BE FORMED BECAUSE OF THE 2 PIT BULL ATTACKS THAT HAPPENED LATE LAST YEAR! - 1. JESSIE BROWNING??? 2.  JULIA CORBIN ???

---By the way DECATUR CITY COMMISSION MEMBERS  - 3. Diane Donahue and  4. Orlanda Carbajal were also violently attacked by pitbulls in the past years!------------------------------------------------------
HAMMON SAID, "HONESTLY, I WAS JUST WANTING THEM TO LOOK AT WHAT WE HAD, BECAUSE I WAS AFRAID THERE WOULD BE A CALL FOR A BREED SPECIFIC ORDINANCE AND I DID NOT WANT TO GO THERE BECAUSE THOSE DON'T WORK! 

THE DIRECTOR  SAID THE MOST COMMON AND CONTROVERSIAL DANGEROUS DOG LAWS IN THE UNITED STATES TODAY BAN OWNERSHIP OF PIT BULLS.  SHE CALLED THAT INEFFECTIVE , THOUGH, NOTING THAT THE TERM PIT BULL IS ACTUALLY A GENERIC THAT REFERS TO SEVERAL BREEDS ORIGINALLY BRED FOR  "WORK"   ( NOT FIGHTING?????!!!!!!!!)

She goes on to talk about municipal court  having the power to order proper restraints, upgrading fences, and even  neutering.  She said  committee members hope the law will address
how the court should handle 3 scenarios:

1.  Dogs that show signs of aggression without an actual biting         incident........2.  Dogs that show signs of aggression and bite......
3.  And Dogs that bite without warning.

She went on to say, "While City Officials are "NOT" considering
Breed-Specific Laws,  ownership of pit bull type dogs has been growing in popularity for years and outnumbered Labs taken in last year by the shelter----- 424 to 411."-----   On the 5-Member Subcommittee she says there is:

1.  A pit bull owner
2.  A family member of  a pit-bull attack victim (Mike Browning son of Mr. Jesse Browning - A Victim)

WHO IS # 3, 4,  5 ????
3.  I've heard is a PIT BULL BREEDER????
4.  DIRECTOR OF ANIMAL CONTROL????

SO THIS AD HOC SUBCOMMITTEE IS NOW STACKED PRO PIT BULL AND VICIOUS DOGS 3 TO 1..................WHO IS THE
5.  ???????? MEMBER????? 

It is not reported in the Decatur Daily as far as I can find when these meetings occur or if anyone is allowed to attend to observe. This article does state by the writer that it was not clear when the board would complete its work for eventual consideration by the City Council.

IS IT JUST ME OR ARE THE ORDINARY CITIZENS OF DECATUR BEING COMPLETELY LEFT OUT OF THIS? 

I HAVE BEEN TRYING FOR MONTHS TO FIGURE OUT HOW UNDER CITY  CODES WE HAVE NOW ANYONE IS PROTECTED FROM A PIT BULL TYPE/VICIOUS DOG  THAT CAN BE FRIENDLY AND A SWEET BABY ONE MINUTE AND HAVE YOUR CHILD'S HEAD IN HIS MOUTH THE NEXT WITHOUT WARNING --WITHOUT ANY SIGNS THAT IT IS GOING TO ATTACK---- AND MAULS OR KILLS YOUR CHILD ON ------THE FIRST BITE!!!!!!!

GO TO  THE DECATUR AL WEB SITE HOME PAGE AND CLICK ON CITY CODES.  THEN GO TO ANIMALS AND DANGEROUS ANIMALS SECTION.  YOU WILL SEE WHAT I'M TALKING ABOUT.  THEN TO COVER THE BARKING/GROWLING/SQUEALING DOGS, GO TO THE OFFENCES-MISCELLANEOUS Sec. 16-15. Animals as health menace or causing obnoxious odor paragraph:  the very last word says - "noises".  It's hidden in public health menace and obnoxious odors and "noises." There appears to be no real noise nuisance laws in Decatur Al.

This is all a person has in Decatur Al to take an owner of  BARKING/GROWLING/LUNGING dogs to court and hold him accountable. Decatur Police will not come out to a barking dog/noise nuisance and  Animal Control will not support ordinary citizens in a NOISE NUISANCE case using City Attorneys our taxes pay for......the ordinary citizen has to "FORK UP " $2,000 TO PAY FOR A PRIVATE ATTORNEY TO GO TO COURT UNDER THESE CODES KNOWING YOU ARE NOT GOING TO WIN!   The owner of the pit bulls will  get Decatur Animal Control to TESTIFY FOR THEM AND SAY, "Oh, those SWEET BABIES DIDN'T BARK WHEN WE WERE OUT THERE AT 2:00 pm,  SOOOOO THEY DON'T BARK!

I CANNOT BELIEVE THAT PIT BULLS ARE THE MOST POPULAR DOG IN DECATUR!  I WOULD LIKE TO SEE IT MADE PUBLIC THE TOTAL NUMBERS ON DOGS AND THEIR BREEDS  TAKEN IN,  ADOPTED OUT,  AND EUPHANIZED  EACH YEAR BY DECATUR ANIMAL CONTROL. THIS APPEARS TO BE "BIG BUSINESS" IN DECATUR AS WELL AS OTHER CITIES------ALLOW OVER-BREEDING --THEN CHARGE THE TAXPAYER TO MOP UP AFTER IT ALL:

REAL COST OF 424 PIT BULL TYPE/VICIOUS DOGS        

1. COST OF ANIMAL CONTROL OFFICERS TO SEIZE  
2. HOUSING/TALL FENCES!!ABOUT 2.5 MILLION
3. VET CARE/TESTING/DAILY CARE
4. ATTEMPTING TO ADOPT OUT
5. EUPHANIZING  ANIMALS THAT CAN'T BE ADOPTED/MOVING ANIMALS TO RESCUE GROUPS IN OTHER CITIES/STATES?

THIS COULD KEEP ANY ANIMAL CONTROL/VETERINARIAN/VOLUNTEERS BUSY THE WHOLE YEAR!!!!!! THEN WHO HAS TIME TO MAKE SURE THE CITIZENS OF THE CITY ARE PROTECTED?

PERHAPS THERE ARE SO MANY PIT BULLS BECAUSE OF THE OVER-BREEDING, NOT BECAUSE THEY ARE THE MOST POPULAR! A RECENT ARTICLE I READ STATED:

--------1 IN 600 PIT BULLS BORN WILL  SURVIVE----------

2.   ANIMAL PEOPLE NEWS REPORTS THAT U.S. SHELTERS KILL ABOUT  1.4  MILLION DOGS PER YEAR --INCLUDING 750,000 PIT BULLS AND CLOSE MIXES.

THAT DOESN'T LOOK LIKE POPULARITY TO ME- LOOKS LIKE OVER-BREEDING!  THIS VICIOUS CYCLE WOULD STOP WITH GOOD ORDINANCES IN PLACE !!!!
