PARKLAND, PIERCE COUNTY WA - PIT BULL DRAMA OF THE WEEK - NEIGHBOR'S PIT BULL DUG THROUGH FENCE AND CLAMPED DOWN ON BUBBLE'S NECK RUPTURING HER JUGULAR VEIN - NO CITATIONS ISSUED - NO ONE CHARGED - BUT WAIT..!!!!! THERE'S SO MUCH MORE TO THIS STORY !!!



         PIERCE COUNTY WALK OF SHAME !!!

ANIMAL UNCONTROL OFFICER SAYS:  "I DO NOT BELIEVE THAT ISSUING AN INFRACTION WOULD SERVE ANY PURPOSE OTHER THAN BEING PURELY PUNITIVE."

Debra Stoltenberg's beloved 12-year-old Chow/German Shepherd Mix was attacked by her neighbor's Pit Bull that dug under a fence and came onto her property and attacked Bubbles on her front porch.  Nearly 2 weeks later Bubbles has survived the surgery for a ruptured jugular vein and the layers of stitches and much medical care leaving Stoltenberg with a bill of $1,635 plus.......BUT HERE'S THE PROBLEM.....

STOLTENBERG WAS NOT HOME WHEN THE ATTACK HAPPENED AND THE PERSON WHO OBSERVED THE ATTACK AND CALLED 911 WOULD NOT LEAVE HIS NAME  WITH THE RESPONDING OFFICER.  OFFICIALS ARE SAYING THAT WITHOUT A WITNESS LEGAL ACTION WOULD NOT HOLD UP TO A CHALLENGE IN COURT.  IF THAT PERSON WOULD HAVE STEPPED FORWARD, THIS WOULD HAVE BEEN AN EASY CASE.

                                   HOWEVER

NO ONE DISPUTES BUBBLES WAS ATTACKED BY THE NEIGHBOR'S PIT BULL ON THE FRONT PORCH !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! WITH A WITNESS THE OWNER COULD HAVE RECEIVED AN INFRACTION,  PERHAPS "ANIMAL AT LARGE" WHICH CARRIES A FINE OF $246, AND THE PIT BULL WOULD HAVE BEEN DECLARED POTENTIALLY DANGEROUS, OR DANGEROUS.  BOTH DESIGNATIONS HAVE STRICT REQUIREMENTS INCLUDING LIABILITY INSURANCE AND A PERMIT.

BUT WAIT....READING FURTHER......

ON FRIDAY, A FATHER AND SON TOLD THE NEWS TRIBUNE THEY WITNESSED THE ATTACK ON BUBBLES AND SAID THEY WOULD TESTIFY.  LAMAR MAPP SAID HE CALLED 911 AND ANIMAL CONTROL AFTER HIS SON, RAMAL, TOLD HIM THE NEIGHBOR'S ....

****PIT BULL AND BULLMASTIFF WERE ATTACKING BUBBLES.****



LAMAR MAPP LIVES ON THE OTHER SIDE OF STOLTENBERG AND HE SAYS HE TOLD THE RESPONDING ANIMAL CONTROL OFFICER WHAT HE SAW AND GAVE HER HIS NAME !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! HIS SON WAS WALKING HOME FROM SCHOOL AND SAW THE ATTACK ALREADY UNDER WAY AND HE TRIED TO STOP IT BY YELLING AND THROWING ROCKS.

WHEN DEPUTY COUNTY PROSECUTOR CORT O'CONNOR WAS TOLD THIS INFORMATION, HE ASKED THAT ANIMAL CONTROL CONTACT THE MAPPS  AS POSSIBLE WITNESSES.

ENTERS A POSSIBLE PIT NUTTER ANIMAL CONTROL OFFICER SAYING THIS:

"I DO NOT BELIEVE THAT ISSUING AN INFRACTION WOULD SERVE ANY PURPOSE OTHER THAN BEING PURELY PUNITIVE."

The Pierce County Animal Control Officer who responded to the attack on bubbles did not issue an infraction in part because of the PIT BULL OWNER'S  WILLINGNESS TO TAKE RESPONSIBILITY (WHATEVER THE HELL THAT PHRASE MEANS ?????!!!!!!!)  THE OWNER, WHO HAS NOT BEEN IDENTIFIED BECAUSE SHE HAS NOT BEEN CHARGED,  SAID SHE WOULD PAY FOR BUBBLE'S MEDICAL BILLS AND WOULD KEEP THE PIT BULL IN A KENNEL UNTIL THE FENCE WAS FIXED.

OTHER INFURIATING FACTS:

* The owner moved into the rental house next door just a few days before the attack on Bubbles.

* She has refused to pay the vet bills.

* When Stoltenberg arrived home around 6 pm on December 10 after the attack there were 7 people in her yard saying Bubbles was getting ...."SHOOK LIKE A RAG DOLL".

* Lamar Mapp says he gave the responding animal control officer his name but "SHE" did not talk to him.

* Stoltenberg says she plans to go to court in an attempt to force her neighbor to pay the bills.

* BOTTOM LINE ------BUBBLES IS NOW SCARED TO GO OUTSIDE AND WON'T IF SHE HEARS....

          ***THE NEIGHBOR'S 4 DOGS OUT OF THEIR PENS***

I live in Pierce County, WA. This is the SAME COUNTY where Sue Gorman was so brutally mauled by Pit Bulls just a few years back. They county that LOST SEVERAL MILLION IN A LAWSUIT over this.

Animal Control is under the Pierce County Auditor, Julie Anderson. Help me get these asses to do their jobs by pounding the hell out of them in email at their site: http://www.co.pierce.wa.us/index.aspx?nid=93.

I am sick and tired of "Animal Uncontrol" in this state and in this county in particular. Does it REALLY take someone getting killed to get these jerks attention?

I understand your frustration, Anonymous. This is a very serious problem...A life or death problem, and I really don't believe that those who have managed to get in power in the "Animal control Profession" care that people and pets get maimed and killed. I have observed that when police departments run animal control, they appear to be focused on protecting citizens; otherwise, when a board runs animal control, it appears to be a "SOCIAL NETWORK" with fund raisers and dress-up parties for pits. In our case, we went to court for 4 dogs barking all during the night and lunging and growling at us everytime we stepped out our back door. The animal control director and her animal cruelty employee specialist came to court ALL DAY...THE 2 OF THEM TESTIFIED AGAINST US AND THEN SAT IN COURT TO WATCH THE REST OF THE DAY!!!!!!! YOU THINK THEY HAD NOTHING BETTER TO DO ON THEIR JOB ??????? THEY ANSWER TO A BOARD AND THERE IS PROBABLY NO WAY FOR THEM TO BE HELD ACCOUNTABLE. In your situation where animal control is run by a County Auditor.....to say I don't understand this is putting it mildly. As Sue Gorman said, "THE RIGHT HAND DOES NOT KNOW WHAT THE LEFT HAND IS DOING." IMO, people lack courage and they want even stand up for their neighbors unless it's them personally effected by dogs in someway, they want speak up in the community and the underbelly of all that is wrong with those who breed, hoard, and shuffle dogs around for profit or other motives takes over a city. Please have courage to speak up and if you can, help me to understand the history of how your animal control came to be run by the auditor.

Regarding your fight against your neighbor's barking dogs, I sympathize. I don't think there's anything less civilized and more unneighborly than allowing your dogs to disturb your neighbors' peace, short of criminal activity.

Somehow, in the course of my life, Animal Control has turned into Animal Protection. Whereas, I understand the need to protect domesticated animals, people need protection FROM them as well. Not sure how to change this around; all I can do is complain at whatever government group I can find.

The history on how the Pierce County AC got under the Auditor's office is a big hazy to me. Historically, the local SPCA ran the shelter, licensing and did humane work/dog catching/animal control under some loose association with the County Government. Some years ago, the county and the SPCA parted ways and the SPCA kept the shelter, the Auditor's office was given licensing. Nobody wanted AC. The Sheriff's office refused to take it, though that made the best sense, so it got stuck under the Auditor's office because they were in charge of enforcing pet licensing.

Obviously, that's not working well.

Anyway, I'll dig around to see if I can find actual records of the decision and the logic behind it. I was only marginally aware of the switchover when it happened. If I find anything, I'll let you know.

i agree. it is occurring all over the US but washington is a worse than other areas. especially the puget sound area; pierce, king, kitsap, thurston, and whatcom counties = kumbaya.

I am flabbergasted at the idiot's comments that it would be punitive. That's exactly what it's supposed to be. The reason punitive damages are awarded is to punish wrong doers in a meaningful way in addition to real damages. The woman needs to retain good council and tear the irresponsible owner and incompetent government a new one. The residents should also look at a class action to compel their government to act to protect the citizens. They may want to examine the misfeasance, malfeasance and nonfeasance of office aspects as well.

I'm sure there are consequences when a person in charge with public safety....not in charge of protecting pit bulls and doling out "punitive" measures willy-nilly as she sees fit, commits a serious act of libel. I hope the owner of Bubbles sues the city, since their inept personal has impeded on her justice.

I'm also praying for Bubbles, what a beautiful dog, I love Chow mixes of course. My chow mix wasn't so lucky.

in regards to the attack on my child...the offending POS pitbull had a previous with a different child that lived just a few doors down. That family didn't report it, AT ALL!!!!! Thanks to whatever powers that be that a nosey neighbour did, otherwise, the attack on my child would have been that pit's first recorded incident, and who knows what frigging animal recyclers would have stood up for that mutt. Maybe the pinky sleepy juice wouldn't have made it's way into the mutant? I agree Tropical storm, time for victims to grow they thick skin they need and stop allowing these types of injustices to continue.

Pierce County Animal Control has a woeful record where Horses are concerned.

Go figure pit bulls get a pass, but horses confiscated by Pierce counties "rescues" get deemed "dangerous" and are euthanized.

Definitely bizzaro world.
Safer to be a pit bull in Pierce county then a horse.

Since my life revolves around horses I can tell you with the hundreds upon hundreds I have dealt with and lived with I can only think of 2 in 30 years that were dangerous. So I find it impossible that Pierce County is apparently over run with dangerous horses.

Of the two horses I have had I would qualify as dangerous one was due to a low thyroid who's temperament was "cured" with medication. Which just leaves me with one bad horse out of hundreds upon hundreds (including many dozen stallions).

I sure wish Pierce County animal Uncontrol would focus their attention on dangerous dogs instead.

I would almost hazard a guess that in recent time more horses have been put down for being dangerous in Pierce County then dogs. I bet no other County has such a record.

Thick skin helps but a real "pitbull" of a lawyer would help even more. You have to start hauling these assholes into court and stripping them of assets. The pitiot may have no money but city/ county government does and wants to keep it. I doubt they want their behavior splashed all over the news either. I'm sure there are good lawyers there who will go after these assholes fee contingent. Just don't let it go, it will keep happening.

As an equestrian I find that incomprehensible. I could understand euthanasia due to lack of proper, responsible homes but dangerous? These people need a strong dose of reality.
