DAWN LAY believes she could have been killed on September 11. She was letting her 2 Chihuahuas out to go to the bathroom in her yard and she stayed right with them and suddenly 2 PIT BULLS came charging around a corner at them. A white pit bull latched onto one of her Chihuahua's rear end while the black pit bull knocked her forward to the top of the porch. She held on to her little dogs and crawled up the steps to her porch with the monsters still attacking them. She huddled in a fetal position holding on to her dogs and screaming for someone to help her.
She suddenly heard a man's voice yelling at the pit bulls to get out of there and then she heard a crack. Two Ameren line workers were finishing up a job across the street and they ran to her aid yelling at the dogs and whacking with a broom.
Lay says she can't thank them enough for putting themselves in harms way to help her. She can't stop thinking about what might have happened to her and her pets if they hadn't come. The pit bulls are in quarantine......AND....
THE CITY'S PUBLIC SAFETY COMMISSION DECLARED THEM TO BE "DANGEROUS ANIMALS" IN A MEETING TUESDAY NIGHT. THEIR OWNER CAN GET THEM BACK, BUT WILL HAVE TO FOLLOW A LITANY OF RULES:
* THE OWNER WILL HAVE TO BUILD SEPARATE PENS FOR THE 2 DOGS
* THE OWNER WILL HAVE TO CARRY.......................
A HALF A MILLION DOLLARS WORTH OF INSURANCE ON EACH.
(THAT'S $500,000 X 2 = 1,000,000)
* IF THE OWNER CAN'T COMPLY, THE DOGS WILL BE EUTHANIZED ACCORDING TO THE CITY ORDINANCE.
