Dog attacks should be considered assault

There is an escape hatch open, it is called a civil matter.
Recently, I was attacked by a PIT BULL in front of Haiku Community Center with the owner's family sitting there just hollering at an unleashed, uncollared attack dog poking holes in my left hand.
Now, when the police came, they made a report quickly, much to their credit, so I could go clean my puncture wounds. But, upon getting home, I notice the words "civil matter," at the top of my police report.
I was assaulted, and by a deadly weapon. I don't know who would dream up a way or why someone cannot describe this as a criminal event, but they have defeated common sense. One doesn't drip blood all the way home from anything civil.
I will now take it for granted that pit bulls are badly owned and trained and instantly defend myself quite aggressively. I wonder what that police report will be called?
